I've made a diagram for both Taxi drivers and customers to help explain.
It's colour coded as follows;
White: Primary first car
Red :Secondary first car
Green: Primary queue
Blue: Secondary queue
Yellow :Route for secondary queue joining primary queue
Orange :Primary waiter
Pink :Secondary waiter
Brown :Evacuation routes for waiters when the cops arrive
